An Open Access Movement: A Comprehensive Outlook

Two decades ago, the landscape of scientific publishing was dominated by subscription-based access. In response to the limitations of this model, a significant movement toward Open Access (OA) was initiated by the Open Society Institute. This effort culminated in a landmark conference held in Budapest, Hungary, on December 1–2, 2001, resulting in the launch of the Budapest Open Access Initiative (BOAI).

The BOAI introduced a pioneering definition of Open Access, stating that:

“The author(s) and copyright holder(s) grant to all users a free, irrevocable, worldwide, perpetual right of access to, and a license to copy, use, distribute, transmit, and publicly display the work, and to make and distribute derivative works in any digital medium for any responsible purpose, subject to proper attribution of authorship.”

It also emphasized that every article should be “deposited immediately upon initial publication in at least one online repository.”

Criteria for Open Access Publications

  • Its content is freely and universally accessible at no cost to the reader, typically via the internet.
  • The author or copyright holder irrevocably grants all users the rights to use, copy, distribute, and adapt the work, as long as proper attribution is given.
  • The article is immediately deposited in full, in a suitable electronic format, in at least one recognized open access repository.

  • Knowledge Sharing: Promotes collaboration and the dissemination of knowledge across disciplines and borders.
  • Preservation: Ensures permanent availability through digital archiving.
  • Equity in Access: Removes subscription and licensing fees that often limit access in resource-constrained regions.
  • Increased Impact: OA publications typically enjoy higher visibility and citation rates.

Types of Open Access

  1. Green OA: Refers to self-archiving by authors, where pre-prints or post-prints of articles are deposited in institutional or subject-specific repositories.
  2. Gold OA: Involves publishing in fully open access journals where all content is immediately available to readers.
  3. Hybrid OA: Traditional subscription-based journals offer an option for authors to make individual articles open access (usually via an Article Processing Charge or APC).
